Declaration of Bloc 8406:

Expose deception tactics of the Vietnamese Communist government, through the organization of “People’s Consultation on the draft amendment of the 1992 Constitution”

 

 

 

 

To:   – Vietnamese compatriots at home and abroad.

– The democratic government, human rights organizations and the international community progress.

 

In the closing session of the fourth session, the National Assembly of the Socialist Republic of Vietnam 13, January 11-2012 adopted the Resolution “Taking people’s comments on the draft amendment of the 1992 Constitution”, which lasted 3 months. According to this Resolution, “” … People can comment in person or in writing to the agency or organization; Organization of discussion at conferences, workshops, seminars; Through Websites elements of the National Assembly and the mass media. Consultation period started from 2-1-2013 to 31-3-2013. Congress urged fellow officers and soldiers of the country, Vietnamese residing overseas response and actively participate opinions construction of the Constitution fully reflect the will and aspirations of the People, meet the requirements of construction, development and national defense in the new era …

 

Dear people of Vietnam and the world community progress.

 

For over 67 years, since the Communist Party  robs government   in 1945, the National Assembly of the Democratic Republic of Vietnam (1946-1976) and subsequent National Assembly of the Socialist Republic of Vietnam (1976-2012) issue 4 of the Constitution in the years: 1946, 1959, 1980 and 1992.

 

With the Constitution of 1946, due to historical circumstances at that time, the Communist Party led by Ho Chi Minh is not occupied the absolute advantage in the political arena, many individuals and many other parties to participate in international Assembly and the government, the contents of the Constitution that-in spite of many defects-defined are 2 fundamental rights: The right to private property of Vietnamese citizens are guaranteed. (Article 12) and (21). Peoples have the right to appeal on the Constitution and the relationship of the national destiny.

 

However, with 3 of the Constitution later, drafted after the Communist Party has set up the apparatus proletariat blood iron in the North after the Geneva Agreement on 20-7-1954 and country after days 30-4 -1975, the right to private property of citizens have been reduced to a minimum, even removed completely, as to the ownership of land by the people. Two forms of state ownership and cooperative ownership (ownership by the whole people and collective ownership) was on the throne. The right to appeal decisions of the people means that the 1946 Constitution was established, this was completely abolished! Furthermore, in the 1980 and 1992 Constitution has a clause specifying the absolute leadership of the Communist Party to ensure the party’s totalitarian monopoly for the whole society. This is a totally undemocratic! Right to self-determination

 

It is painful for the nation all the way long history of painful than half a century, the Vietnamese people have shed blood and bone to expect to get “peace, unity and independence, freedom” as communist authorities often propaganda. Yet today just who protested the elimination or above the established immediately the alleged “”!?! Dominant of self-determination right, absolute of reactionary parties CSVN sentence with the hostile forces to defame socialist democracy and crazy against peaceful life style human That no flip parasols sophistry and any ruthless betray could compare!

 

So what the communist authorities really want through the massive “People’s Consultation on the draft amendment of the 1992 Constitution” will be performed in the first 3 months of 2013? This is not the first time they do this. The fact shows that: when needed “enamel coated democracy” what to propaganda for the regime, they use clever game was. Previously they used to get people’s opinions on the reform of tax laws (but people increasingly heavy taxation), amending land law (but the ownership of land is still not recognized) … and now the people’s opinion on the current revision of the Constitution.

3 – If  really wanted to unite the nation, the Vietnamese government to release immediately and unconditionally all political prisoners in their custody; immediately terminate terrorism and illegal harassment of those who fight democracy today. At the same time, the private media have the right to work and rights must be clearly stated in the Constitution and laws of Vietnam.

The total consideration about situation of Vietnam in 2012

 

 

 

 

To:  – The entire Vietnamese people at home and abroad.

– The democratic government, human rights organizations and the free world community.

 

 

The rights and obligations of a citizen is to speak to nation building and social reform. Thus, before the end of 2012, a year of great changes in many aspects of the country, Block 8406, we have the following comments on the social situation and the country

 

1 – On the political side, the Communist Party of Vietnam have tried to consolidate one-party dictatorship to cling to power, despite losing all credibility before the people. While the world more and more into the trend of globalization of democracy, especially through the revolution against dictators in the Middle East and North Africa last year, through the gradual transformation of Myanmar’s democratic path and through fierce battle against the brutal regime in Syria today; while people in the country grew more powerful struggle to demand the freedom of man, the right of self-determination of peoples, the right to territorial integrity territory of the country, particularly through the website and blog “marginal people”, through the collective text of intellectuals, youth and gender antagonism, through numerous patriotic street demonstrations;, any accepted and popular trend of the times, the Communist Party tried to squeeze increasingly party-dictatorship, increasingly oppressed, fierce persecution all who opposed the course of action, style critique of domination and questioned the leadership absolutely comprehensive and party. 5 – Requirements party and government to respect freedom of religion in any form, for the Church to contribute to the education of conscience, detoxification culture, strengthen social morality for the renewal of the country.

 

6 – Requires the party and the state to protect national sovereignty and the territorial integrity of a real, determined, courageous and effective, in the shoulder stand and concentric synergies with all of the people .
