Phúc trình thường niên của Tổ chức Nhân quyền Quốc tế Human Rights Watch (HRW) tại New York hôm 31-01-2013 về tình hình Nhân quyền trên thế giới trong đó nhận định Chính phủ Việt Nam “đàn áp một cách có hệ thống các quyền tự do ngôn luận, lập hội và nhóm họp ôn hòa và trấn áp những người lên tiếng chất vấn chính sách nhà nước” đã phản ảnh một cách trung thực và rõ nét về tình trạng vi phạm nhân quyền ngày càng trở nên tồi tệ hơn tại Việt Nam. Bất cứ ai và dù thuộc bất kỳ thành phần nào trong xã hội mà dám có tư tưởng bất đồng quan điểm với chính phủ hoặc có hành vi được xem là gây bất lợi ảnh hưởng không tốt đến quyền lực và vị trí lãnh đạo độc tôn của Đảng và Nhà nước chính quyền cộng sản Việt Nam đều có thể bị liệt vào phần tử “phản động” theo cách gọi hiện nay của Nhà cầm quyền và hầu hết đều bị cáo buộc với tội danh theo các điều 88 “Tuyên truyền chống Nhà nước” hoặc điều 79 “Âm mưu lật đổ chính quyền”….
Việc đàn áp các tiếng nói ôn hòa bất đồng chính kiến trong nước của chính quyền các cấp tại Việt Nam ngày càng có hệ thống và trở nên tinh vi hơn. Chính quyền cộng sản Việt Nam luôn viện dẫn những lý do an ninh quốc gia một cách mơ hồ để tùy tiện áp bức, sách nhiễu và bắt bớ trái phép người dân bất chấp luật pháp, hiến pháp Nhà nước và Công pháp Quốc tế, cũng như bất kể về lương tâm đạo đức con người để bảo vệ và che đậy hành vi sai trái và đầy tội lỗi của các giới chức chính quyền. Điều 88 và điều 79, hai điều khoảng được diễn giải một cách mơ hồ và phi lý của Bộ luật Tố tụng Hình sự thường xuyên được Nhà cầm quyền cộng sản Việt Nam xử dụng như quân bài chính để đàn áp và trừng trị các tiếng nói bất đồng quan điểm với chính phủ và cũng là lá chắn tốt nhất và hữu hiệu nhất trong việc bảo vệ vị trí lãnh đạo độc tôn của Đảng và chính quyền Nhà nước độc tài cộng sản Việt Nam.
Mặc dù thường xuyên bị Quốc tế lên án chỉ trích, nhưng Nhà cầm quyền cộng sản Việt Nam trước sau như một vẫn tiếp tục phớt lờ dư luận trong và ngoài nước. Không những thế, chính sách đàn áp quyền Tự do Ngôn luận và Tự do Tôn giáo đang ngày càng có xu hướng gia tăng và trở nên khốc liệt hơn mà việc kết án nặng nề đối với các blogger bất đồng chính kiến và hàng chục thanh niên trẻ Công giáo và Tin Lành tại Nghệ An trong thời gian qua là những bằng chứng cụ thể rõ ràng nhất. Quyền con người tại Việt Nam đang ngày càng bị chính quyền chà đạp một cách thô bạo và trắng trợn hơn bao giờ hết đến nỗi chính phủ Hoa Kỳ, một quốc gia đồng minh lớn của Việt Nam và cũng là đối trọng tiềm năng duy nhất có thể đối kháng với chính quyền cộng sản Trung Quốc mà Việt Nam kỳ vọng trong giải quyết tranh chấp chủ quyền tại khu vực Biển Đông đã phải hủy bỏ cuộc đối thoại Nhân quyền Việt-Mỹ năm 2013 vốn được tổ chức hàng năm giữa hai nước vì thành tích Nhân quyền tệ hại và kém cõi của chính phủ Việt Nam trong thời gian qua.
