Mỹ vẫn lấy nhân quyền làm điều kiện
Thứ trưởng Ngoại giao Hoa Kỳ Kurt Campbell nói hôm 2/2 rằng để quan hệ Mỹ-Việt tiến thêm bước nữa thì Hà Nội cần có cải thiện đáng kể về nhân quyền.
Ông Campbell, quan chức ngoại giao cao cấp nhất của Mỹ phụ trách khu vực Châu Á-Thái Bình Dương, vừa kết thúc chuyến thăm Việt Nam trong hai ngày, trong đó ông thảo luận với quan chức chủ nhà về “một loạt các chủ đề” liên quan quan hệ song phương và đa phương.

Tuy nhiên, ông nói với các nhà báo ở Hà Nội hôm thứ Năm rằng phía Mỹ “đã nói rõ rằng để [quan hệ] Hoa Kỳ và Việt Nam tiến lên cấp độ mới, sẽ đòi hỏi Việt Nam phải có các bước tiến đáng kể để giải quyết các trường hợp cá nhân gây quan ngại, các quan ngại về nhân quyền cũng như các thách thức mang tính hệ thống liên quan tới quyền tự do ngôn luận và tự do lập hội”.
Ông thứ trưởng cũng nhấn mạnh rằng Washington thất vọng khi chứng kiến một số điều mà ông gọi là thụt lùi trong lĩnh vực nhân quyền.
Ông Campbell nói: “Chúng tôi tin rằng tiến bộ trong những lĩnh vực nói trên là tối quan trọng để thu được sự ủng hộ cần thiết trong nước Mỹ cho quan hệ gần chặt hơn giữa hai quốc gia”.
Trong các cuộc tiếp xúc với chính giới Việt Nam, ông thứ trưởng cho hay đã đề cập tới “một số trường hợp cá nhân cụ thể về cả chính trị và tôn giáo”, tuy ông không nói rõ tên các nhân vật này cho báo chí.
“Chúng tôi cũng nói rõ việc chúng tôi tin là vẫn còn tù chính trị, tù nhân lương tâm và những người bị giam giữ trái luật pháp [ở Việt Nam].”

Truyền thông Việt Nam khi đưa tin về chuyến thăm của ông Campbell đã không nhắc gì tới chủ đề nhân quyền.
Thông tấn xã Việt Nam chỉ nói thông qua chuyến đi, phía “Mỹ muốn thúc đẩy quan hệ với Việt Nam theo hướng Đối tác chiến lược”.
Hãng này cũng cho biết ông đã có các cuộc gặp với Bộ trưởng Chủ nhiệm Văn phòng Chính phủ Vũ Đức Đam, Bộ trưởng Công Thương Vũ Huy Hoàng, Thứ trưởng Quốc phòng Thượng tướng Nguyễn Chí Vịnh, Thứ trưởng Ngoại giao Lê Lương Minh và Phó Trưởng ban Đối ngoại Trung ương Vương Thừa Phong.
Quan hệ quốc phòng
Tháng trước, khi bốn Thượng nghị sỹ Hoa Kỳ là John McCain, Joseph Lieberman, Sheldon Whitehouse và Kelly Ayotte thăm Hà Nội, họ cũng nói với Việt Nam về nhu cầu cải thiện nhân quyền. Ông McCain sau đó thuật lại với các nhà báo, rằng để gỡ bỏ lệnh cấm vận vũ khí sát thương đối với Việt Nam, thì nhân quyền là một tiêu chí hàng đầu để cân nhắc.
Ông thứ trưởng ngoại giao trong chuyến đi lần này nói hiện vẫn còn lệnh cấm đối với việc cung cấp một số mặt hàng quốc phòng giữa Mỹ và Việt Nam. Thế nhưng, hai quân đội đã bắt đầu có các tương tác.
“Chúng tôi mong muốn tiến hành quá trình này một cách từ từ.”

Ông cũng nói Mỹ cố gắng làm điều này với sự tôn trọng và biết ơn thiện chí của người dân và chính phủ Việt Nam.
Dù các khác biệt còn tồn tại trong lĩnh vực nhân quyền, ông Kurt Campbell không bác bỏ rằng một trong những việc chú trọng trước mắt giữa hai bên là tăng cường quan hệ kinh tế, và “điều này sẽ là trọng tâm trong năm 2012”.

“Đã có những lúc chúng tôi gần như bế tắc trong quá trình [đối thoại với Miến Điện], thì cũng chính Việt Nam đã nhẹ nhàng kêu gọi chúng tôi tiếp tục đối thoại với chính quyền nước này, đồng thời cung cấp cho chúng tôi các thông tin thú vị và hữu ích về cách thức tháo gỡ.”

Đặc biệt, thứ trưởng ngoại giao Mỹ không tiếc lời khen ngợi sự tham gia của Việt Nam trong tiến trình đối thoại giữa Hoa Kỳ và Miến Điện, nơi các tiến bộ về dân chủ đang tập trung chú ý của toàn thế giới.
Ông nói: “Trong quá khứ Việt Nam rất khuyến khích chính sách đối thoại của chúng tôi với Miến Điện. Năm ngoái, đã có những lúc chúng tôi gần như bế tắc trong quá trình này, thì cũng chính Việt Nam đã nhẹ nhàng kêu gọi chúng tôi tiếp tục đối thoại với chính quyền nước này, đồng thời cung cấp cho chúng tôi các thông tin thú vị và hữu ích về cách thức tháo gỡ”.
Hoa Kỳ đã phản ứng nhanh chóng trước các diễn biến dân chủ tích cực ở Miến Điện và chỉ 12 tiếng đồng hồ sau đợt thả tù chính trị tháng trước đã thông báo nối lại quan hệ cấp đại sứ với Nay Pi Taw.
Tuy nhiên, ông Campbell cũng cảnh báo rằng còn nhiều khó khăn to lớn trước mắt Miến Điện trong nhiều lĩnh vực, không chỉ ngày một ngày hai mà giải quyết xong.
“Tôi nghĩ các nước Asean đều ủng hộ việc Hoa Kỳ và các quốc gia khác hợp tác chặt chẽ với chính quyền Miến Điện và điều này không còn là trở ngại trong quan hệ giữa Mỹ và Asean nữa.”
Ông thứ trưởng tuy vậy từ chối bình luận về liên quan giữa các diễn biến ở Miến Điện với tiến trình chính trị ở Việt Nam: “Không rõ là những gì diễn ra ở Miến Điện có ảnh hưởng tới những gì diễn ra ở Việt Nam hay không”.
